(RTTNews) - At least 16 people, including 11 children, have been killed after the minibus they were traveling hit an improvised explosive device in western Afghanistan, officials said Tuesday.
The incident reportedly happened in the Shindand district of Herat province. The occupants of the bus were returning from an engagement party when the vehicle was struck by the explosive device. Apart from the 11 children, other fatalities in the blast included four women and the bus driver.

Earlier in the day, a suicide car bomb attack targeting the police headquarters in Lashkar Gah, capital of the southern Helmand province, killed five people. Those killed in that attack included two civilians.

The suicide bomb attacks continues even as the NATO-led foreign coalition is in the process of handing over the country's security responsibilities to Afghan security forces in a phased manner. The process of transferring control of entire Afghanistan to the Afghan National Army is expected to be completed by 2014.

However, there are widespread concerns in the war-torn South Asian nation about the ability of the Afghan security forces to counter a resurgent Taliban militancy without the same level of foreign military assistance and presence.

Currently, there are over 150,000 foreign troops from more than 42 countries in Afghanistan. The foreign coalition under the joint command of NATO and the United States, along with their Afghan counterparts, are presently trying to contain the resurgent Taliban in the land-locked country.

The U.S. and its allies involved in the military mission are presently making efforts to get the Afghan security forces ready and capable of handling local security before the coalition troops eventually leave the country in 2014. They believe a strong Afghan military is essential to fill the void left by their eventual withdrawal.
