BEIJING: China began preparations for prosecuting three Tibetan monks for involvement in the death of a young monk, who set fire to himself last March. The move came immediately after the Communist Party chief of Tibet was replaced on Thursday.

The new party secretary, Chen Quanguo, begun work with a statement indicating the government will pour a lot of money for the development of Tibet. The two moves indicate the government is enlarging its carror-and-stick policy to deal with the political unrest in Tibet.

"The Party and the central government have high requirements for the development of Tibet, and local cadres of all ethnic groups have great expectations," he said.

The two of the monks, Tsering Tenzin and Tenchum, will be charged with plotting, instigating, and assisting in the March 16 self-immolation of 16-year-old Rigzin Phuntsog of Ngaba Kirti in Sichuan, the official Xinhua news agency said.

It cited a statement from the Maerkang County People's Court in Aba Tibetan-Qiang Autonomous Prefecture in Sichuan province saying that the trail will run two days on Monday and Tuesday.

A third person, named Drongdru, will be charged with moving and hiding the injured monk, and thus preventing him from receiving emergency treatment for 11 hours, which resulted in his death, Xinhua said.
