A report by the Australian Crime Commission’s (ACC) National Indigenous Intelligence Task Force has made some shocking revelations. The report under taken by ACC research fellow Wendy O'Brien, analyzed the responses of authorities in child protection, education and juvenile justice sectors, on increased sexually offensive behavior, among children. It revealed that the child protection authorities have failed to check the increased sexually offensive behavior among children.

Child Abuse: Some 40 to 90% Child Abuse Crimes by Children

The ACC’s report revealed that nearly 40% to 90% of child abuse crimes are committed by children. Further, such offences are encouraged, due to conventional beliefs that children are unlikely to abuse other children sexually.
The report reinforces concern of child care workers over the disturbing sexually behavior among children. It showed how youngsters are exposed to sexual and pornographic materials. Further, it cited critical shortage of therapy available for children, portraying abnormal sexual behavior. Only those who enter the juvenile justice system were able to access such support.
Also, the reports revealed that such incidents were evident in pre-schools and playgroup settings. It was observed that younger children were often harmed by the older ones. Further, community indigenous leaders and women have showed their concerns and helplessness, in curbing the problem.

Child Abuse: Young Child Raped by a Group of Boys

The ACC has uncovered chilling examples of child abuse committed by children, in rural Australia. Recently a young child was raped by a group of young boys. No action was taken against them, as all of them were under the age of criminal responsibility. However, no services were available, to counsel the boys.
Sue Gordon, the former chairwoman of the federal intervention into remote Aboriginal communities, said that usually such incidents are not reported. Earlier, people called it kids experimenting. However, such violent acts cannot be termed as experimenting.
Final Legal Take Away Tip: The Government and NGOs shall spread awareness among the public pertaining to child abuse offences. The therapeutic services shall be expanded, to counsel children exhibiting aggressive sexual behavior.
