Former Lucknow CMO arrested for NRHM graft

LUCKNOW: The city police on Tuesday arrested former chief medical officer Dr AK Shukla for his alleged involvement in embezzlement of National Rural Health Mission (NRHM) fund. Dr Shukla allegedly committed these irregularities when he was posted in Lucknow till April 2011.

He, along with deputy CMO YS Sachan, was named in one of the two FIRs filed for NRHM embezzlement after the murder of CMO (family welfare) Dr BP Singh on April 2. While Dr Sachan was arrested on April 7, Lucknow police chose not to touch Dr Shukla. Dr Sachan was later booked for Dr Singh's murder as well. He, however, was found dead in mysterious circumstances in jail hospital on June 22.

After rapped by a local court for not being transparent in the NRHM fund probe, the police finally arrested Dr Shukla from the Trauma Centre at Chhatrapati Shahuji Maharaj Medical University on Tuesday morning. He got admitted there on Monday night.


During a previous hearing of the NRHM case, special additional chief judicial magistrate (ACJM) Intikhab Alam too had questioned the Lucknow police for going soft on Dr Shukla. His arrest was been seen as a face-saving exercise by the police to escape the court's ire.

The two FIRs were lodged after senior health and police officials while probing Dr BP Singh's murder, detected large-scale irregularities and embezzlement. Before Dr Singh, his predecessor, Dr VK Arya, too, was shot in October 2010. It is believed that the two murders and NRHM fund embezzlement were linked.

So, why this delay in Dr Shukla's arrest ? Were the cops sure of Dr Sachan's involvement in corrupt practices but not of Dr Shukla. "Seems impossible", a senior police official said, adding that both Dr Sachan and Dr Shukla were involved in graft. About the delay in Dr Shukla's arrest, the DIG said charges against him were being investigated and added that the probe was now completed.

As per records, Dr Shukla was admitted to Trauma Centre's surgical ward number 9 at 10.32pm on Monday. He had told doctors that he fell down while playing with kids and that resulted in bleeding. He also claimed suffering from ailments of heart, urine, hemoglobin and sugar. After his arrest, Dr Shukla was taken to CSMMU's Urology department for tests. The tests reports were however normal.

Dr Shukla was discharged from the hospital at 3.15pm and produced before a court, which sent him to 14- day judicial custody.
